This incarnation of Lord Vishnu took place at the end of creation when there was some time left for the time of Holocaust to come. Satyavrata Manu, from whom man originated, was a godly soul and a devotee of Lord Vishnu. One day, when Satyavrat Manu was doing puja and tarpan on the bank of the river, a small goldfish came in his Kamandal flowing in the river stream.
Lord Vishnu in the form of a Matyasya avatar saves the seven rishis (Saptarshis), Vedas, seeds and plants, and other animals from the great deluge by transferring them in a boat. Vasuki, the snake becomes a rope that is tied to the boat and horn of Matsya which transports the inhabitants safely to the other world and thus begins another era, the Treta Yuga. The incarnation of Matsya also emphasizes the fact that there is no beginning or end, only change. When Prakriti begins its destruction process, the Lord incarnates the balance principally and a new world is born and thus the cycle continues. This is the basic form of the incarnation of Matsya.
Vishnu incarnated as Matsya to save Manu from a great flood, after which Manu started a new cycle of creation. Ketu is the symbol of destruction and the planet of the end for a new beginning.
